Kentucky Medical Transportation Company Owes Ohio $340,000

Columbus – Unqualified drivers, rampant errors and a lack of documentation resulted in Medicaid overpayments on 88 percent of Kentucky-based Action Delivery Service’s total reimbursements from 2009-2011, according to an audit released by Auditor of State Dave Yost.

“Follow the laws and get paid, it’s that simple,” Auditor Yost said. “Apparently this provider doesn’t quite get it.”

During the audit period, Action Delivery Service provided 13,988 services and received a total reimbursement of $365,999.51. The audit reviewed a sample of 504 medical transports and found 827 errors, resulting in findings of $322,780.65.

The provider failed to obtain a valid Certificate of Medical Necessity for 488 of the transports. A test of eight drivers determined that none were qualified under Ohio law and all 215 of their transports were unallowable.

Additional errors included:

  • 72 instances of improper trip documentation
  • Nine unallowable transports
  • Six instances of an unlicensed ambulance

With interest in the amount of $21,181.93, Action Delivery Service owes the Ohio Department of Medicaid a total of $343,962.58.
