Purpose:General Government Administration 
Service Explanation:SO provides assistance to public sector entities (local governments and educational institutions) in collaborating and sharing services to increase operational efficiency and effectiveness and reduce costs. SO has advised at least two dozen local governments and schools of shared services. This is a new service area for SO. Currently, SO is working on four large-scale shared service projects in Ohio: 1. Butler County Economic Development Shared Service Project: Test the feasibility of an Integrated Development Budget (IDB) as a tool to increase collaboration among Butler County Government, Butler County Port Authority, five cities and two townships in Butler County. SO was successful in landing a $100,000 grant from the State of Ohio’s Local Government Innovation Fund (LGIF) Program to support the feasibility. The project is expected to be concluded by late fall 2013. 2. Summit County Broadband Sharing Project: Test the feasibility of a strategy allowing Summit County Government, University of Akron and several other entities in Summit County to share their existing broadband capacity. SO was successful in landing a $100,000 grant from the State of Ohio’s Local Government Innovation Fund (LGIF) Program to support the feasibility. The project is expected to be concluded by late fall 2013. 3. EfficientGovNetwork (EGN): SO is the lead applicant for an LGIF grant from the State of Ohio for EGN, which would assist EGN redefine itself in the context of new governmental fiscal realities. SO has been an active participant in EGN and continues to work in partnership with EGN on projects that benefit local governments in NE Ohio through service sharing and other activities. 4. Heights-Circle Alliance: SO is assisting the Cities of Cleveland Heights, Shaker Heights, University Heights, South Euclid, and East Cleveland and the Heights-Hillcrest Chamber of Commerce to acquire funding for a new economic development initiative that would link the economic bases of the five cities with University Circle. The objective is to create a joint economic development district reaching across the five cities. SO is currently facilitating a plan to increase the sharing of services related to economic development by these cities and increase their efficiency and effectiveness in achieving their economic development goals. 5. Cleveland Bridge Builders: SO is working in partnership with Cleveland Bridge Builders, (CBB) an emerging leadership development program in Greater Cleveland, to develop a training program and toolkit for developing leaders to accomplish shared service projects in local government, schools, and the nonprofit sector in the region. This initiative is about preparing future leaders to use collaborative leadership in undertaking service sharing in the public sector. A team of 7 young professionals from CBB has been assigned to SO to accomplish these objectives.
