Audit of New Castle Township Finds Overpayment to Fiscal Officer

Columbus – The fiscal officer for New Castle Township (Coshocton County) erroneously overpaid herself by $2,599 during 2016, according to a report released today by Auditor of State Dave Yost.

“Honest mistakes can quickly become costly mistakes,” Auditor Yost said. “I urge the township’s fiscal officer to seek help from my office whenever uncertainty arises.”

The audit found that Fiscal Officer Gloria Mosholder incorrectly calculated her pay beginning at the start of her new term on April 1 when she was due for a statutory increase in compensation.  

Based on the state’s pay scales for township officials, Mosholder was entitled to a new annual rate of $10,398 because the township’s budget fell below $250,000. 

Mosholder incorrectly calculated her monthly pay rate based on a 9-month period instead of prorating it for a 12-month period. The error caused her to receive $1,155 per month instead of the approved $866, adding up to $2,599 in overpayments by the end of the year.

Auditors issued a finding for recovery against Mosholder to recoup the excess amount. She agreed this past August to withhold $400 from her monthly paychecks until the overpayment is fully repaid.
