What led to this audit?
Northwest State Community College is located in Archbold, Ohio and serves residents in the surrounding area. In 2025, the Board of Trustees approached the Ohio Performance Team to request an audit related to human resources and contract management. This limited engagement was undertaken to provide the Board with detailed information and analyses relating to personnel management and course offerings to assist in strategic decision making.
What did we find?
The College has had increasing enrollment over the past several years, particularly in its College Credit Plus and Apprenticeship programs. In 2026, a new campus opened in Van Wert to accommodate the expanding student body. We found that the College has expanded course offerings above and beyond the needs of the expanded enrollment. Even as the College continues to grow, there are opportunities for the College to improve efficiency and effectiveness by clarifying key collective bargaining agreement provisions, developing policies regarding low-enrolled courses, and to strategically reduce course section offerings where appropriate.
