Performance Audit

Ohio Department of Medicaid (ODM)

What led to this audit?

The General Assembly included a provision to conduct a performance audit of the Ohio Department of Medicaid’s Next Generation initiative in the state’s biennial budget bill. This audit was intended to provide insight into the Department’s modernization efforts and identify recommendations for improvement.

What did we find?

The Ohio Department of Medicaid makes up approximately 43 percent of the state’s operating budget each year. However, we found that the Department operates without a comprehensive strategic plan and relies on minimal performance metrics to measure outcomes. While we found they meet most compliance requirements for the federal government, the culture of the Department is one that prioritizes compliance rather than meaningful results for Ohioans. Our audit found several areas for improvement and issued nine recommendations that will help bolster management, oversight, and accountability.
