What led to this audit?
The General Assembly included a provision to conduct a performance audit of PUCO including a review of the Ohio Power Siting Board in the state’s biennial budget bill. The intent of this audit was to provide a limited review of the Commission’s overall strategic and operational management along with a review of case resolution processes and procedures for rate change cases and Ohio Power Siting Board decisions.
What did we find?
The Commission does not have written formal plans relating to organizational strategy, finance, or staffing resources. In addition, PUCO does not track data elements that could be used to develop and monitor key performance indicators. In particular, House Bill 15 of the 136th General Assembly made changes to how PUCO manages its rate case resolution process and Ohio Power Siting Board application process. Collecting and analyzing relevant metrics is critical to measuring the performance of the Commission in these areas and ensuring effective management.
