What led to this audit?

The City of Alliance requested a performance audit from the Ohio Performance Team in order to obtain data-driven analyses and recommendations in order to assist City leadership in decision making relating to the City’s fiscal recovery.

What did we find?

We found that the City has diverted funds meant for capital improvements to the General Fund for more than a decade. This has allowed the City to continue to provide essential services, but has severely limited capital expenditures. This could lead to costly expenditures in the future.

We also found that both the Fire and Police Department have more staff on duty than what is necessary based on actual workload. The City could reduce expenditures for both departments through the renegotiation of minimum manning requirements within the existing Collective Bargaining Agreements.
